Which Power Platform licence do I need?
The licensing guide is sixty pages. This is five questions. It covers Power Apps, Power Automate, Copilot Studio, Power Pages and the Dynamics 365 customer engagement apps — and it tells you the things that bite later, not just the price.

Prices are US list, monthly, on an annual commitment, taken from Microsoft’s own Power Apps and Power Automate pricing pages. What you pay under an enterprise agreement is usually less.
This wizard is a starting point for a conversation, not a compliance determination. Use rights are defined by the Power Platform and Dynamics 365 licensing guides and your own agreement, and edge cases — multiplexing, external users, ISV embedding, Team Member limits — genuinely need a human to read them.

Common questions
- What actually makes an app or flow premium?
- Three things: Dataverse, a premium connector, or a custom connector. The connector picker badges the premium ones. There is no partial credit — a single premium connector in a single step makes the whole thing premium, and every user who runs it needs a licence, not just the person who built it.
- My Dynamics 365 licence includes Power Apps. Can I build anything I like?
- Not quite. Dynamics 365 carries Power Apps and Power Automate rights for work in the context of that Dynamics application — extending the sales process, automating around cases. A custom app that solves an unrelated problem, even in the same environment, needs its own Power Apps licence. This is the most common finding in a licence review.
- Is the Power Apps Per App plan gone?
- It no longer appears on Microsoft's public pricing page and new customers are directed to Premium. Existing agreements may still renew and CSP availability has moved around, so if you hold Per App licences, ask your licensing desk rather than assuming either way. Do not build a new plan around being able to buy more of them.
- When is a per-process licence cheaper than per-user?
- Power Automate Process is $150 per bot per month against $15 per user per month for Premium, so the crossover is about ten users. Above that, licensing the process rather than the people is cheaper — and it keeps working as headcount changes.
- How do I license external users on a portal?
- You do not license them individually. Power Pages is bought as capacity for a site, split between authenticated and anonymous users, and that capacity covers whoever visits. Your internal staff who build and administer the site still need their own Power Apps or Dynamics 365 licences.
- What is multiplexing and why does it matter?
- Putting a middle layer — an integration, a service account, a custom front end — between people and Dataverse does not remove the need to license those people. If a human's work reaches Dataverse, that human generally needs a licence, whatever software carries it there. Architectures designed to avoid licensing are the ones that fail audits.
Licensing questions are usually inventory questions
